You are a police officer. About six months ago, you attended anti-terrorism training and learned that ISIS (a Middle Eastern terrorist organization) had urged its followers to attack events with large groups of people confined to one area for maximum damage. Today, you are on patrol a few blocks from the baseball stadium, where over 40,000 people are attending the nationally televised championship game. You pull over a van with a broken tail light heading toward the stadium. When you approach the driver, you can tell he is of Middle Eastern descent, as is the other man in the passenger seat. The driver appears calm, but the passenger seems nervous. You ask them where they are headed and what they are up to. After stammering a bit, the driver finally says they are on their way to the game. You do not have probable cause to search the van, and the driver’s license is valid.
